The Public Works Operations Division is responsible for the maintenance and improvement of public areas. This includes public parks, City street lighting, sidewalks, City trees, street pavements, storm drains, medians and public right of way.

Mosquito Control
Mosquito Control activities, on a city-wide basis, seek to control insects in both immature larval and adult stages.
Residents are Asked to Assist in This Control By:
- Properly disposing of potential water holding containers such as old tires, cans and bottles.
- Not allowing boat covers, swimming pool covers, or toys such as wagons to accumulate water.
- Changing out water at least once a week in bird baths, ornamental pools, flower pots and children's wading pools
Contact the West Valley Mosquito and Vector Control District (WVMVCD) for BTi Dunks.
BTi dunks are effective mosquito control, but must be used according to label directions. BTi dunks are to be used on your property, in containers and other areas as listed on the label. Dunks can treat approx 100 square feet of water, and should be broken apart and smaller pieces used in containers less than 100 square feet (see label for directions). In order to get the BTi Dunks you must be a resident in the WVMVCD service area and you must complete a release form and submit it with your request to the WVMVCD. Rodent Control
To maintain public health in the city, the Code Enforcement Division of the Police Department may inspect your property and will require you to take action on rodent issues.
Citrus Pest & Disease Prevention Program
California Department of Food & Agriculture (CDFA)
Information on Citrus Disease - "Huanglongbing" (HLB) (pronounced Wong-Long-Bing) is a devastating plant disease threatening citrus trees in Southern California, including the San Bernardino area where citrus trees are found in abundance on small farms and at homes.
Huanglongbing (HLB)
- Kills citrus trees
- No cure
- NOT harmful to humans or animals
- Has a latency period of 2 - 5 years
- If you think that your tree may be infected with HLB, you may simply call 800-491-1899. In response, a representative of the CDFA will return your call and ask a few questions to determine if your tree should be tested.
- If the CDFA believes that the tree may be infected, they will send out an inspector to take a sample from the tree for laboratory testing to see if it tests positive for the disease.
- If your tree is found to be infected with Huanglongbing (HLB), the CDFA will remove the tree at no cost.

Street lights not at these locations are maintained by Southern California Edison
They are identified as having an aluminum tab with an identification number that runs from the ground to about 8ft up the street light.

SCE Street Lighting Upgrade Project
On February 26, 2019, SCE will begin upgrading the SCE owned and maintained Citywide street lights to efficient LED Technology. The City of Upland is partnering with Southern California Edison to replace over 5,000 SCE owned street lights in our community with new energy efficient LED fixtures. Crews will be working during daylight hours over the coming two months to install the new fixtures across Upland. This new technology has been successfully deployed in many cites in Southern California.
The new street lights provide much better light quality and visibility at night enhancing neighborhood safety, and use significantly less energy. SCE uses the energy cost savings to fund these capital improvements. Thus, there is no additional cost to the community for these improved services. As part of its ongoing effort to maintain and upgrade roadways, the City of Upland Public Works Departments has continued to include street improvement programs in the city’s capital improvement plan. Improvements are scheduled on an annual basis according to need and available resources. In addition to maintenance of the City's streets, the Public Works Department provides maintenance to the Upland's alleyways and sidewalks.

Street Signs
The Department of Public Works, Operations Division maintains all street signs and regulatory signs within our city limits.

Residential Street Sweeping
Residential street sweeping in the City of Upland is performed by CMAX, through contract with Burrtec Waste Industries, Inc.
Residents may view the street sweeping schedule on the Street Sweeping Map.
Street Sweeping Frequency:
- All residential streets are swept twice a month.
- All alleys are swept twice a month during the months of February - October. The alley sweeping schedule for: March 18, March 30, April 8, April 22, May 13, May 30, June 10, June 29, July 8, July 31, August 12, August 30, September 9, September 29, October 14 and October 30. Please note: these dates are subject to change due to unanticipated circumstances.
Reasons a Street May be Skipped: If your street is skipped due to the following reasons, it will be picked up on your next scheduled street sweeping date.
- Inclement weather
- High volume of leaves in the gutter
- Leaf pile(s) present in front of the lawn or parkway area
- These areas will be skipped and the sweeper will not return to clean them up.
- We encourage you to place these leaves in your green waste container to help keep them out of our landfills and streams.
Reasons an Alley May be Skipped: If your alley is skipped due to the following reasons, it will be picked up on your next scheduled alley sweeping date.
- Inclement weather
- Leaf pile(s) present in the alley
- Alleys will not be swept from the months of November - January, due to the heavy leaf drop that we experience during this time of the year.

Parkway Tree Maintenance Policy
Responsibility of the City of Upland:
- To maintain, trim and repair trees in the public right-of-way
Responsibility of the Property Owner:
- To provide necessary water to maintain the growth, health and beauty of the trees
- To trim away any low growth of the tree, such as suckers and shoots, that may interfere with pedestrian or vehicular traffic

Tree Projects

Trimming, Planting & Removal
Tree maintenance for the City of Upland is carried out by West Coast Arborists, Inc. Maintenance is based on previously designated scheduling and the urgency of arising matters. Any additional work taken in is based upon available funding. Should funding become unavailable or should a resident desire to have replant or trimming work done ahead of schedule, the resident can request to have the work done through the Tree Donation Program.
