Can You Help Build A Dream?
The "Build A Dream" Scholarship Fund for disadvantaged youth is in desperate need of donations. Contributions make it possible for lower income youth in our community to participate in any of the recreational activities offered at the Upland Recreation and Community Services Division.
The Upland Recreation and Community Services Division currently has more applications than funds available. Therefore, donations by individuals, families, service groups, businesses and organizations would be of great benefit. Your contribution will help plant a seed towards the quality of life for a child in our own community.

How to be heard:
As a resident of the City of Upland, you are encouraged to voice your opinions and desires as well as become actively involved in the legislative process through City Council, board, commission, and committee meetings. All such meetings are open to the public, and the meeting agendas are available for your review 72 hours before the meeting. To view the most recent City Council, Planning Commission or Legislative Committee meeting agendas, click here.
At each meeting, citizens may speak on any agenda item during oral communications. If you wish to speak at a meeting, we request you fill out a speaker identification card which are available at the back of the Council Chamber and hand it to the City Clerk. Speakers will be asked to approach the lectern and state their name clearly. Remarks are limited to no more than three minutes and should be kept brief and to the point.
