Residential and Downtown
Land Development and Transportation Division processes all parking permits on behalf of the Public Works Department. There are generally two types of parking permits available: Residential Parking Permits and Downtown Parking Permits.

Residential Parking Permits
Two types of residential permits are available: permanent stickers and guest passes.

Downtown Parking Permits
Downtown parking permits allow employees of businesses located in the downtown area to park in designated lots behind the businesses throughout the day.

RESIDENTIAL
Parking Permits

Residential parking permits are available to residents within designated permit areas. Permits are issued only to eligible addresses and are processed on a first-come, first-served basis. Approved permits are typically ready within 24 hours of submittal.

Two types of residential permits are available:

Permanent Stickers
Permanent stickers are issued for vehicles registered to the approved address. Stickers must be affixed to the left rear bumper of the vehicle. Up to five permanent permits may be issued per residence.

Visitor Passes
Visitor passes are issued to residents at approved addresses for use by their guests. The pass must be displayed on the vehicle dashboard when parking in permit areas. Visitor passes are valid for one year.

Fees and Requirements
The fee is $10 per permit. Applicants must provide proof of residency, such as a lease or rental agreement, utility bill, or driver’s license. Vehicle registration is required for verification.


DOWNTOWN Parking Permits

Downtown parking permits allow employees of businesses located in the downtown area to park in designated City-owned lots throughout the day. Permits are issued on a first-come, first-served basis and are typically ready within 24 hours of submittal.

Applications must be submitted by the business owner and include a valid City of Upland business license and a list of employees with corresponding vehicle information. Once approved, permits will be issued.

The cost of downtown permits is included with the annual business license fee. Permits must be displayed on the vehicle dashboard when parked in City-owned lots.
