Transportation
The Transportation Division is responsible for the issuance of encroachment permits; road closure permits, parking permits, overload permits, and other permits related to traffic and parking.
Another essential function of this Division is the orderly maintenance, regulation, and promotion of transportation related matters. The Division collects traffic data and performs studies to determine speed limits and proper use of traffic devices. The division is also responsible for investigating requests for new traffic control devices and traffic safety concerns.
Upland Mobility Master Plan
The Upland Mobility Master Plan, finalized in September 2025, proposes a clear set of projects and programs designed to improve mobility options throughout Upland, with emphasis on transportation modes other than personal cars, such as walking, using a wheelchair, biking, scootering, skateboarding, and taking the bus or Metrolink. The Plan reflects input collected from residents, stakeholders, and partners over a comprehensive 12.5-month community engagement process.
