Transportation

The Transportation Division manages transportation-related programs, permits, and services throughout the City of Upland. The Division issues encroachment permits, street and road closure permits, parking permits, oversized load permits, and other permits related to transportation, traffic, and parking.

The Division also supports the safe and efficient movement of people and vehicles throughout the community. Responsibilities include collecting and analyzing traffic data, conducting traffic studies, evaluating speed limits, and reviewing the placement and use of traffic control devices. The Division also investigates requests for new traffic control devices and addresses traffic safety concerns to help improve roadway operations and public safety.

Upland Mobility Master Plan

The Upland Mobility Master Plan, finalized in September 2025, establishes a framework of projects and programs designed to improve mobility and transportation options throughout the City.

The Plan places an emphasis on expanding transportation choices beyond personal vehicles, including walking, wheelchair and other mobility devices, bicycling, scootering, skateboarding, bus service, and Metrolink. The Plan was developed with input from residents, community stakeholders, and regional partners through a comprehensive 12.5-month community engagement process.

Adopted Speed Zones and ADT Counts

City Council Resolution No. 6817, adopted in 2025, establishes the City's current speed zones.

The resources below provide information on posted speed limits and Average Daily Traffic (ADT) counts throughout Upland. ADT represents the average number of vehicles traveling on a roadway over a typical 24-hour period and is used to support transportation planning, traffic studies, and roadway management.
