Upland Mobility Master Plan
The Upland Mobility Master Plan, finalized in September 2025, establishes a framework of projects and programs designed to improve mobility and transportation options throughout the City.
The Plan places an emphasis on expanding transportation choices beyond personal vehicles, including walking, wheelchair and other mobility devices, bicycling, scootering, skateboarding, bus service, and Metrolink. The Plan was developed with input from residents, community stakeholders, and regional partners through a comprehensive 12.5-month community engagement process.

Adopted Speed Zones and ADT Counts
City Council Resolution No. 6817, adopted in 2025, establishes the City's current speed zones.
The resources below provide information on posted speed limits and Average Daily Traffic (ADT) counts throughout Upland. ADT represents the average number of vehicles traveling on a roadway over a typical 24-hour period and is used to support transportation planning, traffic studies, and roadway management.
