Planning Division Overview

The City of Upland’s Planning Division oversees land use and development activities, including project review, administration of zoning regulations, and implementation of the General Plan. The Division works to support responsible growth while preserving the community’s character and long-term vision.

Project approval is subject to review by the Planning Commission, and the timeline shown does not guarantee approval.

Application Process
Most Planning applications may be submitted online through the Citizen Self Service Portal (CSS) and are processed during regular business hours in the order received.

Note: Permits and applications will not be reviewed during out winter closure.

Planning Commission Meetings

The Planning Commission meets on the fourth Wednesday of each month at 6:30 p.m. in the City Hall Council Chamber.
