The City Clerk administers democratic processes such as city elections, access to city records, and all legislative actions, while ensuring public transparency.
The Office of the City Clerk is committed to providing high-quality support and services to the residents of Upland, City Council Members, City departments, and the public at large. Citizen Involvement
As a resident of the City of Upland, you are encouraged to voice your opinions and desires as well as become actively involved in the legislative process through City Council, Board, Commission, and Committee meetings. All such meetings are open to the public, and the meeting agendas are available for your review 72 hours before the meeting. How to be Heard
How to be Heard
At each meeting, citizens may speak during oral communications. If you wish to speak at a meeting, we request you fill out a speaker identification card made available at the back of the Council Chamber, and hand it to the City Clerk right before the start of the meeting. Speakers will be asked to approach the lectern and state their name clearly. Remarks are limited to no more than three minutes.
