California Senate Bill 827 requires local agencies with public websites to give clear instructions and contact information explaining how the public can request copies of ethics and fiscal/financial training records for covered City officials.
The City of Upland is committed to transparency and following state law. Members of the public may request training records using the process described below.
Members of the public may request the following records:
Ethics training records (AB 1234) – Required every two years for covered officials. Training must be completed within six months of assuming office (starting January 1, 2026). Ethics training certificates for elected officials can be viewed on our public portal.
Fiscal and financial training records (SB 827) – Officials serving on or after January 1, 2026 must complete their first training by January 1, 2028, so some records may not yet be available.
