The Environmental Division performs a variety of engineering and environmental functionalities. Its primary functionalities are:
- Administer and monitor/regulate the use of the sewer system to provide a safe and reliable sewer service, at a relative low cost, by regulating wastewater quality and flow from commercial businesses, identifying rehabilitation projects, including the lining of inner surface of the sewer mains, performing televised inspections of sewer mains, and working with vendors and other divisions to prevent sewer overflows;
- As part of the Clean Water Act, through the joint National Pollutant Discharge Elimination System (NPDES) storm water program/permit with the County of San Bernardino, prevent and eliminate surface water contamination from entering the City’s storm drain system and ultimately our ground water recharge basins;
- Operate the methane gas collection and extraction system at the City’s closed landfill to prevent gas migration outside the landfill perimeter, and perform monitoring of landfill wells to ensure prevention of groundwater contamination caused by landfill leachate, if any;
- Plan and implement the recycled water program, to extend recycled water supply and convert potable water landscape irrigation to recycled water irrigation where available;
- Prepare compliance reports to various regulatory agencies with respect to the above functionalities, and review engineering reports, hydrology and drainage plans, commercial and industrial wastewater discharge permit applications, contractors’ or businesses’ Storm Water Pollution Prevention Plans (SWPPP) and developers’ Water Quality Management Plans (WQMP); and
- If applicable, apply and implement federal and local grants to enhance the City’s water supply and utilities programs, including the installation of additional solar systems at the City facilities.
To simply put it, the Environmental Division is responsible for ensuring environmental compliance across all areas of the City of Upland.
Sewer Service Fees
Effective July 1, 2024, the total monthly sewer service rate for City of Upland customers is $37.07 per Equivalent Dwelling Unit (EDU). This rate is comprised of two components:
- $11.29 per EDU: City of Upland Sewer Service Fee
- $25.78 per EDU: Inland Empire Utilities Agency (IEUA) Pass-Through Fee
