The Federal Housing and Community Development Act of 1974 provides funding through the Community Development Block Grant (CDBG) program to support projects that improve local communities. These funds are used to help create safe and affordable housing, improve neighborhood conditions, and expand economic opportunities especially for low- and moderate-income residents.

Notice of Funding Availability - CDBG 

The City of Upland participates in the CDBG program and welcomes applications for projects and programs that serve the community. A Notice of Funds Availability is typically released each November.

Eligible Activities: To qualify for CDBG funding, a project must meet at least one of the following goals:

  1. Benefit low- and moderate-income residents
  2. Help prevent or eliminate neighborhood deterioration
  3. Address urgent community needs, such as disaster relief
