Risk Management

The Risk Management Division is dedicated to promoting a safe and healthy work environment for all City employees. The Division supports injury prevention through safety training programs and ensures compliance with all applicable state safety regulations. Risk Management also coordinates required reporting and communication with the Occupational Safety and Health Administration (OSHA).

In addition, the Division is responsible for administering and managing workers’ compensation and general liability claims, reviewing vendor insurance for compliance, and ensuring the City’s physical assets are adequately protected and insured.

General Liability

The City of Upland’s Risk Management Division processes claims for personal injury, property damage, or vehicle damage filed against the City. Individuals seeking to file a claim must submit a completed claim form to the City Clerk’s Department within six months of the date of the incident.

The City’s third-party administrator, George Hills, on behalf of the Risk Management Division, will investigate the claim and contact the claimant to discuss the matter and determine liability in accordance with the California Tort Claims Act. George Hills can be reached at (855) 442-2357.

Workers' Compensation

The Risk Management Division also acts as the Workers' Compensation liaison. Risk Management is responsible for processing claims for employees and volunteers of the City of Upland who have been injured on the job.  Employees must report injuries to their supervisors immediately, and follow all Administrative Policies and Procedures regarding the Workers’ Compensation Program.

Safety

The Risk Management Division makes every effort to prevent losses to the City of Upland such as employee injury, injury to the public, and equipment and property loss.  Prevention programs include employee safety training, hazard identification, risk control and wellness programs.
