Waste Management Plan

A Waste Management Plan (WMP) is required for certain construction and demolition projects to help ensure construction and demolition debris is properly diverted from landfills through salvage, reuse, and recycling.

The WMP demonstrates compliance with Upland Municipal Code Section 13.28.640, which requires applicable construction and demolition projects to salvage, reuse, or recycle at least 65% of the debris generated by the project. These requirements support the City's efforts to meet the State-mandated waste diversion goals and reduce the amount of construction and demolition waste sent to landfills.

A WMP is required when a project includes one or more of the following:

  • Demolition of an existing structure
  • Renovation, remodeling, or additions to an existing residential, commercial, or industrial structure
  • Construction of a new residential structure
  • Construction of pools or spas
  • Construction of block walls
  • Construction of a new commercial or industrial structure
