Note: The City of Upland's Building and Safety Division, only accepts Building Permit requests online.

Upland’s Citizen Self Service Portal (CSS) is an online permitting system that allows its citizens and contractors doing business within the city to obtain a permit for many construction activities using their electronic device (computer or cell phone).

To use the CSS Portal:

1. Click the Citizen Self Service Portal link: CSS Portal

2. Enter the REQUIRED information prompted by the online application. Areas designated as ‘REQUIRED’ must have some information in it before your application can be processed. Your application will not be completed unless all required fields have the quantity you are requesting or the number zero (0). 

NOTE: Many questions may not apply to your specific project however you will need to enter something as they are required fields enter the number zero (0) in those fields to continue processing your online permit. 

Payment for the construction permit is by Credit Card only.

Any permit issued using the CSS Portal requires the applicant to upload construction plans that will accompany the permit. 

All new users to the CSS Portal must register for an account in order to apply for a permit, see permit updates, make payments or schedule an inspection.  Once logged in, all permits associated with the applicant's account will be available for viewing online. Guest users can only view permit history for a specific address within the City’s boundary limits.

NOTE TO CONTRACTORS:

All state of California licensed general or specific trade contractors performing work in City of Upland are required to have a current business license. If you do not have a current business license, or you need to apply for a business license, please contact Upland’s business support center at (909) 348-0460 or online at http://upland.hdlgov.com.

You WILL BE required to upload a copy of your contractor’s license and business license during the application process (A .pdf or .jpeg photo is acceptable)
