Water & Sewer Service

Start New Service

To start utility service in the City of Upland, please visit the Utility Billing Office inside City Hall located at:
460 N. Euclid Avenue Upland, CA 91786.

To Establish a New Account, the Following is Required:

  • Service Address (property address and unit number if applicable)
  • Name (first and last) 
  • Phone Number and Secondary Phone Number (if available)
  • Driver's License Number and/or Passport Number
  • Social Security Number and/or Federal Tax ID Number
  • Proof of Ownership (Final Settlement Statement or Recorded Grant Deed)
  • Deposit of $215.00 (or more depending on residence)

Payment and account information must be received before service is established. 

All new services or cancellations take one business day to process.  Please keep in mind, the City is closed every Friday, weekends and holidays.

The City of Upland accepts the following payment methods: cash, cashier’s check, money order and debit/credit cards (Visa, MasterCard, American Express and Discover).

For Owners & Tenants

Upland Municipal Code Section 13.12.080(C):
Should charges for utility services become delinquent, the legal owner of the property will be notified, and it shall be the final responsibility of the property owner to remedy the delinquency unless otherwise prohibited by applicable law.  If charges remain delinquent for 60 days, such charges shall constitute a lien against the lot or parcel of land within the City or outside the limits of the City, against which the charge was imposed and for which services were rendered.  This lien will be placed upon the service address pursuant to UMC 13.34 and collected by addition to the county tax roll.

Trash Service

EFFECTIVE JULY 1, 2023:

Burrtec Waste Industries (Burrtec) will assume residential trash billing and customer service functions on behalf of the City of Upland.

  • Trash will continue to be billed bi-monthly but will now be billed by Burrtec and separately from sewer service.
  • Your final prorated trash bill from the City will be issued in July or August, depending on your regular billing cycle.
  • Your first trash bill from Burrtec will be issued at the end of August.
  • Payments for trash service should be mailed as indicated on the new bill.
  • Customers that would like to pay for their trash bill through automatic payment will need to sign-up for auto pay through Burrtec's Online Bill Pay portal.  For assistance, please contact Burrtec Customer Service at 909-949-0500.
  • Existing auto payments for water and sewer service will not be affected by this change.
  • All residential trash billing and service inquiries should be directed to Burrtec Customer Service at 909-949-0500.

The City of Upland contracts with Burrtec Waste Industries for all trash and recyclable collection services.  Residential service consists of once weekly automated trash (black barrel), recyclables (blue barrel) and landscape waste (green barrel) collection.  If you have any questions regarding your trash service, please contact Burrtec Customer Service at 909-949-0500.
