Police Records

The Records Bureau is a vital function of the Upland Police Department in providing service to the community.

Hours of operation: Monday-Friday 8:00 a.m. - 5:00 p.m. 

The Records Bureau is staffed with one Records Supervisor, six Records Specialists, and five Police Cadets.         

REGISTRATION:

Attention! No in person Sex Offender Registrations are being completed during the Covid-19 restrictions. Phone registrations are being completed at this time. Please contact the Upland Police Department Records Division at 909-946-7624 to schedule your over the phone registration.

Narcotic and Gang Offender Registrations are done by appointment only on Tuesdays and Wednesdays at 9:30 a.m., 10:00 a.m. and 10:30 a.m.

Sex Offender and Arson Offender registrations are done by appointment only on Tuesday, Wednesday and Thursdays at 2:00 p.m. and 3:00 p.m. 

FILING A RESTRAINING ORDER:

The Upland Police Department does not issue Restraining Orders.  Once you have obtained a restraining order from the court and had the opposing party served, bring in the restraining order and proof of service so the police department has knowledge of the situation so that the opposing party can be arrested if they fail to comply with the order. 

TRAFFIC CITATION SIGN OFF:

Traffic citation sign offs require your original citation, and vehicle that was cited.  The fee for a citation sign is $39.00.

The California Highway Patrol handles citation sign offs at no charge between 12:30 p.m. and 1:30 p.m. and they are located at 9530 Pittsburgh Ave., Rancho Cucamonga, CA 91730. The telephone number to CHP is (909) 980-3994. 

OBTAINING A COPY OF A POLICE REPORT:

Copies of police reports are available for involved parties only. The report may have information that is redacted as required by law.  A valid form of Identification is required to obtain a copy.  The fee for a report is $20.00.

Traffic Collision reports take approximately 10-15 business days to complete. A copy can be obtained by the registered owner of the vehicle and parties involved. 

30 DAY- IMPOUNDS:

          Drivers operating a vehicle with an unlicensed, suspended, or revoked license, will require the vehicle to be impounded for a 30 Day period. A vehicle release and property release may be request by the registered owner only. When picking up the vehicle, the registered owner must show proof of ownership, valid license and current registration. A “Moving Permit” must be provided for incomplete registration.  At the time of impound, the legal owner is allowed to repossess the vehicle with the proper documentation. 30 day impounds are released Monday- Friday from 8:00 a.m. - 4:30 p.m.

REGULAR IMPOUNDS:

 Regular impounds are released 7 days a week, 24 hours. Proper documentation must be provided to records staff; proof of ownership, current registration, and a valid driver license. If registration is “Incomplete” a “Moving Permit” from DMV must be provided.

TOW HEARING:

Registered owner(s) may request a Tow Hearing 10 days after the day of impound. Tow Hearings are scheduled Monday- Thursday from 9:00 a.m. - 10:45 a.m. Tow Hearings are administered by the On Duty Watch Commander. A fee of $59.00 is collected for a Tow Hearing. To schedule a Tow Hearing, contact the Records Bureau by phone or schedule in person.

PARKING CITATIONS:

          You may pay by mail or click here to pay online.

If you make payment by mail, send the proper amount of penalty in money order, cashier’s check or personal check, payable to: the city of upland. Please do not send cash! Enclose the notice of parking violation with your payment and/or proof of correction(s). Write your citation number on your payment.

To respond to the citation:

The registered owner, lessee, or person responsible for the vehicle cited shall within 21 days of issuance, either:

1)      Pay the parking penalty, or
2)      The registered owner or lessee of the vehicle may submit a written appeal online at www.citationprocessingcenter.com or mail your appeal with any supporting information to the address as noted above.  Your payment or appeal request must be received within 21 days of the citation date. Submitted documents will not be returned. 

Payment Plan accordance to AB 503

Beginning July 1, 2018, the City of Upland will offer Payment Plans to Indigent Registered Owner(s)/Lessee(s) with unpaid parking citations issued on or after July 1, 2018 for amounts of $300.00 or less.

If you wish to apply for an Indigent Payment Plan, you must request the application within 60 calendar days of issuance of the citation, or within 10 days of Administrative Hearing determination, whichever is later.

An Indigent Payment Plan provides the option to pay your parking citation in up to $25.00 monthly increments, and shall be paid off within 18 months of the Payment Plan approval date. Upon approval, a non-refundable Payment Plan fee of $5.00 will be assessed to the total Payment Plan amount and all late fees and penalties shall be waived. Waived late fees and penalties may be reinstated if the person falls out of compliance with the Payment Plan.

The Registered Owner/Lessee must demonstrate that he or she is indigent by providing either of the following information as applicable:

(A) Proof of income from 3 most recent pay stubs that show the individual meets the income criteria set forth in subdivision (b) of Section 68632 of the Government Code.

(B) Proof of receipt of benefits under the programs described in subdivision (a) of Section 68632 of the Government Code.  Proof of receipt will consist of a copy of the most recent: Verification of Benefits Form or Award Letter for Social Security.

(C) If the Registered Owner(s)/Lessee(s) does not have income or receives public assistance, a copy of their annual earnings from the Social Security Department is required.
