CITYWIDE SIDEWALK MASTER PLAN UNDERWAY

The City’s goal is to create a comprehensive updated citywide sidewalk master plan complete with a new updated GIS-based tracking system and mapping tools. The document and the new tracking system will be a guide for planning, operating, and maintaining the City’s sidewalks. The project will evaluate the City’s sidewalks and identify recommended capital improvements. As the City’s sidewalks age, it is crucial to identify the needed improvements, with particular attention to trip hazards, miss-alignments and displacements of existing sidewalks and allow sufficient time to plan, finance, and construct the improvements.

A major component of work is Data Collection. The Consultant shall perform an inventory of the City’s existing sidewalks, curb ramps, and paved walking paths around and within all city properties. This includes, but is not limited to, public parks, Civic Center, City recreational facilities, operations yard, police and fire stations, and public parking lots.

As a part of this effort, IMS Infrastructure Management Services will conduct field evaluations of sidewalks and pedestrian curb ramps starting in August 2023 and extending through September 2023. Some of the activities include scanning the sidewalk with an ATV, measuring walkways and ramps, and photographing facilities.

Once completed, the Consultant shall provide a GIS layer; develop a report that shall include an analysis of the existing conditions; make recommendations, which shall include a CIP list, cost estimates, schedule for improvements and addresses current and long-term sidewalk management goals; identify non-ADA compliant travel routes; and develop/confirm the best sidewalk management strategies and practices.
