Special Services Division

The Special Services Commander is a senior leadership position within the Upland Police Department, responsible for overseeing a wide range of specialized units and administrative functions that support the department’s overall mission and operations.

This position commands the Special Services Division, which includes the following key areas:

  • Professional Standards – Oversees internal affairs investigations, policy development, and departmental audits to ensure integrity and accountability.

  • Quality of Life Team – Coordinates community outreach programs, public events, and partnerships aimed at fostering positive relationships between the police department and the community. Includes IMPACT, Homeless Services, Code Enforcement, Park Rangers and Crime Prevention. 

  • Records Unit – Responsible for managing and maintaining the department’s official records and information systems. This division ensures the accurate processing, storage, security, and dissemination of a wide range of law enforcement documents in compliance with local, state, and federal laws.

  • Animal Services – This division provides a wide range of animal control and care services, responding to both emergency and non-emergency calls involving domestic animals, wildlife, and public health concerns related to animals.

The Special Services Commander works closely with other division commanders, city officials, and community stakeholders to implement strategic initiatives, improve operational efficiency, and support a community-oriented policing philosophy. This position requires strong leadership, excellent communication skills, and the ability to manage complex and sensitive functions within a law enforcement agency.

This role is typically held by a Police Lieutenant or equivalent rank and reports directly to the Police Captain or Chief of Police, depending on the department’s organizational structure.
