Development Booklet & Impact Fees
Public Infrastructure Records Request
New and proposed developments seeking water, sewer, street, storm drainage, and development map information will need to contact the Public Works – Land Development/Transportation Division for record research by email at hparr@ci.upland.ca.us. The applicant should fill out and submit the Research Request Form to obtain improvement plan records and map information. The City requires a deposit of $160 for extended research and charges on a time and materials basis for researching and providing record information.
Fees
The Development Impact Fees (DIF) are per resolution 5793, ORD 1810 and other fees are listed in Resolution No. 1962. A DIF table has been provided for estimate purposes only. Please note that pass through fees listed for other agencies are subject to increase.
Public Works Map & Plan Checks - Proposed Projects
Proposed Land Development Projects
All plans for private developments (which includes residential, commercial and industrial and tract/parcel maps, etc.) shall be submitted to the Land Development Division for review and approval.
The Land Development Division will provide conditions of approval that that categorize the required project conditions:
- Prior to Final Map Recordation
- Prior to Grading Permit Issuance
- Prior to Utility Permit Issuance
- Prior to Improvement Permit Issuance
- Prior to Building Permit Issuance
Refer to the Submittal Preparation-Minimum Guidelines for information regarding Land Development Divisions initial review and/or pre-approval submittal requirements for residential subdivision, commercial and industrial projects. All submittal packages must be deemed complete prior to review. A complete submittal for Land Development's initial review may include but is not limited to the following:
- Preliminary Title Report
- Conceptual Grading Improvement Plan
- Preliminary Soils Report (no older than 1 year)
- Preliminary Hydrology/Drainage Report
- Preliminary Water Quality Management Plan (WQMP)
- Draft Traffic Impact Analysis
- Conceptual Utilities Plan (existing and proposed) include:
- Sewer
- Water
- Stormdrain
- Additional plans and reports as required for the proposed development
The Development Services Department is the lead department for proposed projects during the initial review and/or pre-approval process. Applicants/Developers will receive a comprehensive list of comments and requirements from multiple City Departments, including Public Works - Land Development.

Once residential subdivisions, commercial or industrial projects have been approved by the Planning Commission, the Land Development Division will accept the final tract/parcel map, grading plans, improvement plans and the corresponding reports for plan check. A complete submittal may include, but is not limited to the following:
- Grading Plan
- Street Improvement Plan
- Traffic Signal Plan
- Signing & Striping Plan
- Sewer Improvement Plan
- Water Improvement Plan
- Stormdrain Improvement Plan
- Landscape Improvement Plan
- Composite Utility Plan
- Cost Estimate (Public Improvements)
- Cost Estimate (Private Improvements)
- Soils Report
- Hydrology Report
- Traffic Study
- Sewer Analysis/Study
- Water Analysis/Study
- SWPPP (Stormwater Pollution Prevention Plan)
- WQMP (Water Quality Management Plan)
- CC&R (Covenant, Conditions & Restrictions)
- Final Parcel or Tract Map (included reference materials, closure calcs, etc.)
- Approved Tentative Map
- Preliminary Title Report (not older than 30 days)
- Reference Plans
All plan check fees are due at the time of submittal. Public Works plan submittals and counter hours are from 8:00 a.m. to 5:00 p.m., Monday through Thursday. Submittal location: 460 N. Euclid Avenue, Upland, CA 91786.
