The Engineering/CIP Division is dedicated to serving the needs of the Upland Community by maintaining and improving the City’s largest assets consisting of streets, sidewalks, storm drains, water facilities, sewer mains, traffic signals, City-owned street lights, and City buildings. The Engineering Division provides the planning, design, bidding, construction management, and inspection for all City-sponsored improvement projects within the public right-of-way. Typical work includes the following:

  • Maintaining over 209 centerline miles of pavement within the City.
  • Rehabilitate existing street pavements, sidewalks, curb ramps, curb and gutter, and related appurtenances throughout the City.
  • Construct new water mains, wells, and treatment facilities.
  • Maintain 83 traffic signals within the City.
  • Repair and construct storm drain improvements throughout the City.
  • Serve as the liaison with Caltrans, San Bernardino County Transit Authority, San Bernardino County / Flood Control District, and the U.S. Army Corps of Engineers.

Alley Improvement Master Plan

 This Master Plan was adopted by Council in September 2017. The plan will require 48 years to reconstruct 19.5 miles of alleys with the remaining 17.5 miles of alleys are scheduled to receive slurry seal coat every 10 years. The first round of slurry will be distributed over Years 1, 2, & 3, and repeat in Years 10, 20, 30, & 40.

Below are the two maps which indicate which alleys are to be slurried and which alleys are to be reconstructed along with the corresponding assigned year in the Improvement Master Plan. 

We are currently in Year 6 for reconstruction and working on Year 3 for slurry.
