November 3, 2026 General Election

Upland is a General Law City governed by a five-member City Council. City Councilmembers are elected by geographically defined districts, each for four-year terms. The elections coincide with the Statewide General Election, held in November of even-numbered years. City Councilmembers are non-partisan positions and do not have term limits. Terms are staggered, so that two seats are voted on during one election cycle and three seats during the next cycle. The next City Council election for Districts 2, 3, and 4 will take place on November 3, 2026.

General Qualifications to Run for and Hold Public Office

A Candidate must be:

  • A United States Citizen
  • 18 years of age on or before election day
  • A registered voter living in the City of Upland, residing in the respective District from which the member is nominated at least thirty (30) days prior to the time the member is nominated, elected, and throughout that member’s term of office. Candidates, at the time nomination papers are pulled, must provide proof of residency as required in UMC Section 2.02.120. Current Councilmembers must provide proof of residency by December 31st of each year during the member's term of office.
