Permit Issuance using Citizen Self Service Portal (CSS)

Upland’s new Citizen Self Service Portal (CSS) is an online permitting system that allows its citizens and contractors doing business within the City to obtain a permit for many construction activities using their electronic device (computer or cell phone).

Many popular Building and Safety construction permits can now be applied for and issued online provided the applicant has an email address and a printer capable of printing an invoice, approved permit and job site Inspection Card.

NOTICE: Permits can be submitted online through the Citizen Self Service Portal at any time and will be processed during regular business hours in the order they are received.
Please note: permits and applications will not be reviewed during our winter closure.

It is important to note that a few permits issued using the CSS Portal System require the applicant to upload construction plans that will accompany the permit. Please see the list of available online permits below that are identified as requiring construction plans during the online application process.

Payment for the construction permit is by Credit Card only.

CSS Portal – How-To Guides

The EnerGov Citizen Self Service (CSS) Portal is the City’s online system used to apply for most building permits, pay fees, and check inspection results.

All new users must register for an account before applying for a permit, guest users may view permit history only and cannot submit applications.

Step-by-step instructions for using the CSS Portal are available below. Select the appropriate PDF guide for assistance.
