Dispatch Supervisor


Tracy began her career as a Public Safety Dispatcher with the Ontario Police Department in 2015. In 2016, she lateraled to the West Covina Police Department, where she quickly became an integral part of the organization. During her tenure as a dispatcher, Tracy served on the Chief’s Advisory Panel and the City’s employee labor negotiations board.  She was subsequently promoted to Senior Public Safety Dispatcher where she served as a Communications Training Officer (CTO). In this role, Tracy also served as a Tactical Dispatcher, working closely with the department’s SWAT team.  Notably, she led a comprehensive update of the department’s decades-old training manual, significantly improving trainee success and increasing the overall pass rate for newly hired dispatchers.

In 2021, Tracy was promoted to Dispatch Supervisor, where she assumed responsibility for maintaining all POST records and ensuring division-wide compliance. She oversaw the dispatch training program and worked closely with CTOs to ensure they received the resources and guidance necessary to achieve successful training outcomes. In addition, Tracy managed recruitment and training efforts for the Communications Division and collaborated with department members to strengthen the visibility and role of dispatch within the community.

In 2024, Tracy accepted a position with the City of Upland as a Risk Management Coordinator while continuing to serve part-time as a dispatcher with the La Verne Police Department.  Shortly thereafter, an opportunity arose for her to return to a supervisory role in communications. Eager to continue her leadership in dispatch operations, Tracy pursued the position and, in July 2025, was proudly promoted to Dispatch Supervisor with the Upland Police Department where she oversees 12 full-time Dispatchers and 4 part-time Dispatchers. 

Throughout her career, Tracy has received a Life Saving Award and multiple meritorious citations in recognition of her service. She has also served as a Member-at-Large with the Women Leaders in Law Enforcement of Los Angeles County (WLLE-LAC) and has demonstrated a strong passion for developing and delivering training to law enforcement leaders across the county. Tracy holds an Associate of Arts degree in Administration of Justice from Mt. San Antonio College, a Bachelor of Science degree in Criminal Justice from Arizona State University, and a Master’s degree in Law Enforcement and Public Safety Leadership from the University of San Diego.
