How to be heard:
As a resident of the City of Upland, you are encouraged to voice your opinions and desires as well as become actively involved in the legislative process through City Council, board, commission, and committee meetings. All such meetings are open to the public, and the meeting agenda are available for your review 72 hours before the meeting. To view the most recent City Council Agenda, click here.
At each meeting, citizens may speak on any agenda item during oral communications. If you wish to speak at a meeting, we request you fill out a speaker identification card which are available at the back of the Council Chamber and hand it to the City Clerk. Speakers will be asked to approach the lectern and state their name clearly. Remarks are limited to no more than three minutes and should be kept brief and to the point.
Due to the ongoing emergency concerning the COVID-19 virus, seating in the Council Chamber is limited to accommodate social distancing requirements. Residents are encouraged to observe the City Council meetings remotely via livestream on the City website, Spectrum Cable TV Channel 3, or Frontier Cable TV Channel 26. Remote participation for public comment is available and you can download detailed guidelines below. These guidelines may be updated, as needed, up to and during the meeting to implement guidance and direction from the San Bernardino County Department of Health and other government authorities.
