James Breitling, Term of Office 2022-2026
James Breitling brings over two decades of expertise to the realm of government affairs in California, specializing in legislative politics and public affairs. As the Director of Government Affairs for both the Construction Industry Coalition on Water Quality (CICWQ) and the Construction Industry Air Quality Coalition (CIAQC), he champions the interests of the construction sector in air and water quality regulations. James effectively combines scientific data with strategic partnerships and coalitions to advocate for regulations that are both practical and technologically advanced. His collaboration with prominent groups like the Associated General Contractors of California, Building Industry Association of Southern California, Engineering Contractors Association, and Southern California Contractors Association underscores his commitment.
With a career spanning roles in the State Legislature, San Bernardino County Board of Supervisors, and private sector, James has honed his expertise in environmental and regulatory affairs, focusing on water, regional transportation, and solid waste and recycling. His fluency in Spanish has been instrumental in fostering relationships with diverse and disadvantaged communities.
As the Director of Government Affairs in the solid waste and recycling industry, James built strong ties with numerous California municipalities, ensuring compliance and developing recycling education programs. His deep understanding of California's water and public policy, coupled with his knowledge of the legislative process and agency engagement, make him a formidable force in his field. His skills in communication, networking, and coalition building have established him as a results-driven, critical thinker.
Residing in Upland for 16 years, James is deeply involved in his community. He participates in the Upland Lion’s Club, Upland Community Foundation Board, and CERT (Community Emergency Response Team), supports the Adopt-A-Park program, and chaired the 2020 U.S. Census Complete Count Committee for Upland. He founded the Environmental Sustainability Committee and has been a member of the City Council Advisory Committee and Public Works Committee. Elected to the Upland City Council in 2022 to represent District 2, James focuses on public safety, city infrastructure, and park enhancements. He currently serves on the Upland Library Board, chairs the Public Works Committee, Finance Committee, and the San Bernardino Solid Waste Task Force.
