Carlos lives in Upland with his wife and son, who attends Upland schools. Carlos is the owner of his own Information Technology and Social Media Marketing Company. His company has helped many businesses achieve next-level steps in technology and social media.

Carlos's background includes serving in education for several years as a Technology Director with exceptional leadership, analytical, communication, and organizational skills. Carlos is also a Career Technical Education (CTE) teacher and has taught both high school and adult students in technology.
Carlos holds a Bachelor's Degree in Information Technology as well as a Master's Degree in Educational Technology from Pepperdine University. He also has his CTE teaching credential from the University of San Diego.

Carlos has been a voice and advocate for our community. He has worked with our community members through cleanups and neighborhood watch opportunities, and he has attended and Livestreamed City Council and Planning Commission Meetings not televised. For the past two years, he has served on the Community Development Block Grant (CDBG) Committee for the City of Upland as a representative of District 3. CDBG is the annual grant that the City of Upland applies from the US Department of Housing and Urban Development (HUD).
Carlos is excited about listening to our community and gathering their input to take our city to the next level. Communication is vital for us to stay involved in our "City of Gracious Living."
