Description
Few vestiges of the original appearance of this one-story commercial building can be seen. Of masonry construction, the building now has a stuccoed facade. Below a plain parapet three storefronts have entries offset to the north with display windows occupying the remainder of each space. The south two storefronts are entirely re-glazed, but the north one retains boarded up transoms over a glazed entry and plate glass window. RESEARCH NOTES : Evidence suggests that this building is actually two or three which have been joined together. The south two storefronts, 114 and 120 on the 1912 Sanborn, housed a restaurant and billiard parlor. They were apparently built between 1907 and 1912; it is unclear whether they were one building or two. The 1928 map indicates that 114 was used as a store (unspecified) and 120 for sign painting. Between 1912 and 1928, 126 was erected as an allpurpose city hall, police station and jail. Prior to that time, at least according to the 1912 Sanborn, City Hall occupied a wood frame house just north of the northwest corner of Second and D. The probable period of construction can be further narrowed to the years between 1916 and 1924. A search for documentation of the former city offices turned up an article in the 4/13/16 Upland News entitled "City Hall Building Sold To J.H. Donner by Council. Price Paid $405." It was reported that the house would be moved, a lawn put in its place, and a bandstand was planned for summer concerts. At that time it was indicated that a council chamber and offices would be created in the basement of the library. A map of Upland from the late 1920s does show a city park next to the "fire hall.I1 In 1924 the directories listed City Hall, the Justice of the Peace (George R. Crane), City Jail, City Recorder (George R. Crane), and City Marshall (J.F. Sawyer) at 126 Second Avenue. Also in 1924 H. Steinberg sold "New and Second Hand Furniture: and was the "Agent for Dangler Gas RangesN at 114 while Charles F. Riggs was the operator of the billiard hall.
